Liên tục nhiều năm, Việt Nam đứng đầu thế giới về XK hạt điều nhưng điểm yếu cố hữu của ngành hàng XK này luôn là phụ thuộc quá lớn vào nguồn nguyên liệu NK. “Bài toán” sẽ được giải nếu xây dựng được một chiến lược cây trồng hiệu quả kết hợp với đẩy mạnh cải tạo nguồn giống, áp dụng tiến bộ khoa học kỹ thuật… trong sản xuất, chế biến điều.<\/strong><\/p>\n

Xuất nhập khẩu đều tăng mạnh<\/strong><\/p>\n

Theo Bộ NN&PTNT, lũy kế 11 tháng của năm, XK hạt điều đạt 320 nghìn tấn với kim ngạch 2,59 tỷ USD, tăng 6,2% về khối lượng và tăng 18,3% về giá trị so với cùng kỳ năm 2015. Giá hạt điều XK cũng ghi nhận những tín hiệu rất tích cực khi bình quân 10 tháng của năm đạt 8.033 USD\/tấn, tăng 10,5% so với cùng kỳ năm 2015. Hoa Kỳ, Trung Quốc và Hà Lan vẫn duy trì là 3 thị trường NK điều lớn nhất của Việt Nam, chiếm thị phần lần lượt là 34%, 14,2% và 13,5% tổng giá trị XK.<\/p>\n

Hiệp hội Điều Việt Nam (Vinacas) đưa ra dự báo, cả năm nay XK hạt điều sẽ cán mốc 3 tỷ USD. Tuy nhiên, theo đại diện Vinacas, vấn đề nổi cộm của ngành điều hiện nay là phụ thuộc khá lớn vào nguồn điều nguyên liệu NK. Hiện, ngành điều trong nước mới cung ứng được 1\/3 số nguyên liệu phục vụ sản xuất, XK. Nguyên liệu điều còn lại chủ yếu được NK từ thị trường châu Phi, đặc biệt là từ Bờ Biển Ngà với khối lượng khoảng 400 nghìn tấn\/năm. Ngoài ra, Indonesia, Campuchia… cũng là một số thị trường NK điều của Việt Nam.<\/p>\n

Thống kê của Bộ NN&PTNT cũng cho thấy, 11 tháng qua, cùng với sự tăng trưởng trong kim ngạch XK, NK hạt điều cũng gia tăng đáng kể so với cùng kỳ năm 2015. Cụ thể, Việt Nam đã NK tới 948 nghìn tấn điều trong 11 tháng, với giá trị đạt 1,47 tỷ USD, tăng 16,9% về khối lượng và tăng 39,3% về giá trị.<\/p>\n

Xem lại chiến lược cây trồng<\/strong><\/p>\n

Liên quan tới vấn đề này, ông Đỗ Hà Nam, Chủ tịch HĐQT, Tổng giám đốc Công ty CP Tập đoàn Intimex cho rằng: Điều là sản phẩm có giá trị cao, giá bán mỗi năm một tăng. Cả thế giới ưa chuộng sử dụng hạt điều. Thậm chí, với hàm lượng dinh dưỡng cao, tại EU nhiều khách hàng còn đánh giá đây là loại thực phẩm chức năng<\/a> tự nhiên rất tốt cho sức khỏe, có thể sử dụng hạt điều thay cho bữa trưa. “Trước đây, có thời gian người dân tập trung trồng điều nhiều, thậm chí ồ ạt thì giá bán điều chỉ ở mức 12.000-13.000 đồng\/kg. Hiện nay, giá hạt điều lên cao, song người dân lại không có đủ điều để bán bởi nhiều hộ đã chặt bỏ điều để thay thế bằng loại cây trồng khác. Đây cũng là một trong những yếu tố khiến cho Việt Nam phải NK nhiều điều nguyên liệu. Xét về sâu xa, nguyên nhân bắt nguồn từ chiến lược cây trồng không được quan tâm đúng mức, thậm chí bị thả nổi. Đây là điều cần xem lại, phải xây dựng một chiến lược cây trồng phù hợp hơn trong thời gian tới”, ông Đỗ Hà Nam nói.<\/p>\n

Theo đại diện Vinacas, trước mắt, để tăng cường chủ động nguồn nguyên liệu, giảm phụ thuộc NK, ngành điều đang đi theo hướng đẩy mạnh thâm canh, cải tạo giống điều, đồng thời áp dụng tiến bộ khoa học kỹ thuật vào sản xuất… Vinacas đề nghị Bộ NN&PTNT có chính sách hỗ trợ thường xuyên, thiết thực hơn nữa đối với cả DN cũng như người nông dân trong các vấn đề này.<\/p>\n

Ông Đỗ Hà Nam góp ý thêm: Đối với nhiều mặt hàng nông sản chủ lực nói chung, cây điều nói riêng, giống tốt đóng vai trò khá quan trọng. Để khắc phục những điểm yếu về giống, Nhà nước nên có những chính sách ưu tiên phát triển. Cụ thể, có thể đẩy mạnh việc hợp tác giữa các đơn vị như viện nghiên cứu, trường đại học… của Việt Nam với các tổ chức quốc tế để đưa ra bộ giống chuẩn hóa, đảm bảo sự ổn định, nguồn gốc xuất xứ rõ ràng. Điều này không chỉ giúp tăng cường năng suất, chất lượng sản phẩm mà còn khiến cho các đối tác NK hạt điều yên tâm hơn. Bởi trên thực tế, nhiều trường hợp, đối tác NK vẫn đặt ra câu hỏi với DN là giống cây trồng ở đâu, do đơn vị nào quản lý.<\/p>\n

Một số chuyên gia đánh giá, để ngành điều có thể phát triển bền vững, tăng cạnh tranh, ngoài nỗ lực giảm phụ thuộc NK nguồn nguyên liệu thì đảm bảo an toàn thực phẩm cho sản phẩm là điều cấp thiết. Muốn vậy, bên cạnh sự cố gắng của các DN, khâu quản lý phân bón, thuốc bảo vệ thực vật… phải được cơ quan quản lý Nhà nước tiến hành chặt chẽ, rốt ráo hơn. Điều này nhằm tránh tình trạng nông dân hoang mang giữa một “rừng” phân bón, thuốc bảo vệ thực vật…, dẫn tới mua phải hàng giả, hàng kém chất lượng, gây ảnh hưởng tới chất lượng sản phẩm điều XK.<\/p>\n

Theo Bộ NN&PTNT: Hiện nay, tại Bình Phước, giá thu mua hạt điều khô đạt mức cao kỉ lục trong nhiều năm trở lại đây là 52.000 đ\/kg. Nguồn hàng tại địa phương đã cạn kiệt, nông dân không còn điều để bán. Tại Đồng Nai, hiện hạt điều khô đang được các thương lái thu mua với mức giá 55.000 – 60.000 đ\/kg, tăng 20.000 – 25.000 đ\/kg so với cùng kỳ năm trước và là mức giá cao nhất trong 5 năm trở lại đây.<\/p>\n

Nguyên nhân giá điều tăng cao được xác định do nhu cầu XK tăng mạnh trong khi lượng điều thô trong dân không còn nhiều bởi vài tháng nữa mới đến vụ thu hoạch 2017.<\/p>\n<\/div>\n
